Provisional agreement on Horizon Europe

The negotiators of the Council of the EU, the European Parliament and the European Commission have reached a provisional political agreement on Horizon Europe, the next EU Framework Programme for Research and Innovation. While being a key step forward in the negotiations, the provisional agreement still needs to be formally approved by the Council and the European Parliament. Budgetary aspects have not been addressed during these negotiations, as they depend on the agreement on the EU’s Multiannual Financial Framework (MFF).
 
The agreement enables the European Commission to start the preparatory work on the implementation of Horizon Europe. Moreover, it is a further step to shape the content of Horizon Europe, as it e.g. confirms the establishment of the European Innovation Council (EIC) as well as the novel mission driven approach by defining five mission areas (adapting to climate change, cancer, healthy oceans and waters, climate neutral cities, soil health).
