Horizon Europe: Agreement between Council and Parliament

On December 11, 2020, the German Council Presidency and representatives of the European Parliament reached a preliminary agreement on the regulation for Horizon Europe, the next EU Framework Program for Research and Innovation (2021-2027). The most recent negotiations focused in particular on the distribution of the budget among the different parts of Horizon Europe as well as rules on the association of third countries (for example, respect for human rights will be one of the criteria for association; at the same time, there should be no a priori exclusion of certain program areas or funding instruments from future association negotiations).

On 10 November 2020, negotiators of the EU Council Presidency and the European Parliament reached a provisional understanding on the next Multiannual Financial Framework (MFF, 2021-2027). Accordingly, Horizon Europe, the upcoming EU framework programme for research and innovation, would receive an overall budget of 84.9 billion Euro.

On 10 November 2020, negotiators of the EU Council Presidency and the European Parliament reached a provisional understanding on the next Multiannual Financial Framework (MFF, 2021-2027). Accordingly, Horizon Europe, the upcoming EU framework programme for research and innovation, would receive an overall budget of 84.9 billion Euro. Both EU legislators, the Council (all EU Member States) and the European Parliament, must still formally endorse the MFR and Recovery legislative package.
